The witch is painted directly onto a clear, stiff plastic sheet (Rolloid R) When the paint's dry, cut the witch out and glue her onto a toothpick. Neat for the plants, don't you think?

Specialist stores also supply bottles of speckled/textured paint for an even better effect !
